When you buy a flat in a multi-family building, you automatically become a member of a housing association. This is the organisation that manages the building and looks after the common interests of the flat owners. How does the community function and what are its responsibilities?

A housing association is an association of all the owners of premises in a building. It is responsible for the management of the common property, such as stairwells, lifts, facades and technical installations.
2. How does the community operate?
The community elects a management board, which represents the residents in administrative matters.
Decisions are taken at community meetings and the results are decided by a vote.
Key issues such as repairs, service charges or changes to the bylaws require the approval of the majority of the owners.
3. What are the responsibilities of a housing association?
- Managing the community’s budget, i.e. setting and enforcing charges for the maintenance of common parts.
- Ordering maintenance and repairs to the building.
- Deciding on investments, e.g. installing CCTV, replacing the lift.

4. What are the rights and responsibilities of flat owners?
Every flat owner:
- Has the right to attend community meetings and vote on decisions.
- Is obliged to pay rent and the renovation fund regularly.
- He/she can submit his/her proposals for changes to the functioning of the community.
